The White Heron Hairpin is given to the Traveler by Kamisato Ayaka during the Food From Afar quest. As Paimon notes in the relevant scene:

How to Unlock Food from Far Quest
Food From Afar is the third part of Ayaka's story quest, titled Grus Nivis Chapter: Act I - The Whispers of the Crane and the White Rabbit.
Ayaka's questline unlocks automatically after completing the quest Archon Chapter II: Act I – The Immobile God and Eternal Euthymia. Travelers will need to complete this chapter first to get the White Heron Hairpin.
After the final scene of the Archon quest is completed, if you leave the teahouse, Ayaka will contact you and ask for your help with a personal matter. Progressing this quest will net you the White Heron Hairpin – and if that won't entice you enough to check out Ayaka's story quest, the gorgeous cutscene that follows just might.
