This is probably one of the easiest and quickest, given that you just have to go behind the buildings in Catty Corner, towards the road leading to an underground building. The butterfly is a few meters ahead and will take you inside the building which is on the right of the wall, with a metal door.

Inside it, you will find a barely open safe, which you will have to explode. To do this, go out and get a gas canister, which you will have to throw in front of the safe and shoot it so that it explodes. A fire will occur and when completed will give way to the anomaly.
