Before we begin, we want to cover a few important points while reading this list. Everything in the list below affects how we rank the best Pokemon, so you'll want to check it out at least once.

• Pokémon Modifications: Certain Pokémon can be modified into different versions, which greatly strengthens them so as to place them at the top of a list, even if their standard version would not be there. For this reason, we've included a separate list for the strongest Modified Dragon-type Pokémon.
• Combination Types: Any Pokemon type can be mixed with any other type, which can cause confusion in choosing the best one. These secondary types can alter the recommended moveset, weaknesses, and other important stats such as Max CP. However, Dragon-exclusive Pokemon are rare, so we've decided not to include a separate list for them.
• The Algorithm: We determine our lists by getting the stats of the ten Pokémon with the highest CP in their category. Then we take the averages of their max CP, attack, defense, and stamina. Ranks are determined by which Pokemon has the best overall placement of those stats. We did it this way because it means you don't just get the highest CP, but rather the strongest Pokemon ranked by balanced averages.
