Fishing becomes available during one of the main story missions, "Fortune's Call". In this quest, you will be directed to the fishmonger, a merchant who sells rods and bait. They also provide you with black marks once you bring back pieces of fish.
You can find the Fishmonger at the Ship Salvage Yard in Docks Harbour. It is also the location of your first fishing hole.
Follow these steps to purchase the rod and bait from the fishmonger:
A sturdy or steel fishing rod will cost around 300 gold. Part of the bait will also be around 200-300 gold. You will only need one bait for all fishing trips, so there is no need to buy more.
If you don't want to spend money on fishing tackle, you can find a free rod inside the treasure chest in Buhru's Cave in the Bilgewater area.

- Press "F" to open the fishing log and see what kind of fish you caught.
